CCOB Recognized for Polco’s Best in Governance: Community Impact – Excellence in Utilities

The City and County of Broomfield (CCOB) has again been honored as a Top Performer in the Best in Governance Awards, presented by Polco. Following last year’s National Champion in Economy Award and being selected as the 2024 Winner for Excellence in Government Performance for Utilities, CCOB has been selected for the Community Impact Indicators – Excellence in Utilities for 2026. 

The Best in Governance Awards for Utilities honor communities that excel in maintaining the systems that power daily life — while preparing for a smarter, more resilient future. Behind every thriving community is a foundation of reliable, affordable and sustainable utilities. From clean drinking water to steady electricity and dependable internet, these essential services keep cities running and residents connected. 

"Receiving this national recognition is an acknowledgement of the long-term work it takes to manage and maintain the utilities infrastructure. This acknowledgement is the result of the dedication of our teams — the behind-the-scenes work that doesn’t always make headlines, but makes all the difference,” said Jennifer Hoffman, City and County Manager. 

This Community Impact — Excellence category highlights the top performers on measurable, public-data outcomes. CCOB was the only Colorado community to receive the honor in this category.

As another testament to CCOB’s water utility system, this recognition comes on the heels of the CCOB Water Utilities staff securing the back-to-back title for "Best-Tasting Water" at the 18th Annual Rocky Mountain Water Taste Test Competition. Outscoring 12 competing municipal water utilities across Colorado, Wyoming and New Mexico in a rigorous blind evaluation of taste, smell, appearance and overall impression, CCOB earned top marks.

The Best in Governance Awards is a program that honors communities for both resident experience and measurable outcomes. These prestigious awards highlight local governments that stand out as the most effective, innovative, and community-centered across the country.

With this recognition, CCOB is being considered for the national champion award in this category, which will be announced later this year. This being CCOB’s third time in as many years to be recognized by Polco shows the commitment to excellence by the Broomfield Council and the organization.
